I don&#039;t know your stance on the man but the same idea about constitutions (at minimum, liberal democratic ones) is put forward by Mummar Qaddafi in his Green Book. I find it a very novel and refreshing idea that we may not need constitutions in the new socialist society, at least not the ones we&#039;re used to today. Claiming that you can murder 10 million people &quot;accidentally&quot; is completely unbelievable. If it wasn&#039;t a genocide than the word has no meaning. Was the extermination of the indigenous people of the Americas not a genocide?</description>

Not because nobody cares or knows about it, but because Wikipedia uses the official definition of the word &#039;Genocide&#039;, and the event King Leopold II of the Belgians (by saying &#039;King of Belgium&#039; you&#039;re breaking the Belgian Constitution which states that every power comes forth from the Nation) does not fit the description.
Unlike Hitler Leo never ordered the mutilation or murder of any of his subjects, there was no intention, keyword if you want to label something as genocide. 
You can blame Leopold II that he expressed himself very vague.</description>
